Whites Elm Consulting was founded in 2020 to bring 37+ years of field-level asset-management experience to the organizations that need it most, without the layers of overhead that come with bigger firms.

Our story

Built through decades of field work, for those still in the field.

Whites Elm started where most asset-management problems start: on the manufacturing plant floor, at spacecraft communication complexes, in a wastewater or water utility, working with engineers & planners, in a steering team meeting where everyone agreed the program needed work but no one knew where to start.

After three decades inside utilities, school districts, federal facilities, manufacturing operations, refineries & power plants, and complex public-sector portfolios, founder Scott Stukel kept watching the same pattern: organizations with real talent and real assets, hamstrung by frameworks that didn’t fit, software that didn’t deliver, and consulting reports that were not usable and didn’t survive rollout in the field.

The firm was founded to do something different, focus on the core work, listen first, and design solutions that actually fit how an organization runs. That’s still the whole point, and is why we love to do what we do.

Scott is a nationally recognized leader in facility, infrastructure, and industrial asset management, helping mission-critical organizations make risk-informed decisions about aging assets, energy systems, and constrained funding.

He has advised complex portfolios for federal agencies, K-12 public school districts, healthcare and higher-education facilities, public-sector organizations, manufacturing, and petrochemical and refining operations — with deep experience in facility asset management, electric, water, and wastewater utilities, and energy systems where reliability and safety are paramount.

Scott is known for simplifying complex processes and systems into practical, field-embraced solutions, for facilitating the steering team and leadership conversations that turn strategy into action, and for translating technical realities into clear executive insight focused on risk, resilience, and long-term value.

Orlando is a seasoned healthcare and academic facilities leader with deep experience improving day-to-day execution across complex facility portfolios.

At Whites Elm, Orlando focuses on helping organizations translate strategy into workable processes that they can actually use, strengthening operations, consistency, and accountability in the field.

He brings a strong background in facilities asset management, healthcare finance, and capital planning, with deep experience translating complex financial, operational, and performance data into clear strategies leaders can act on.

If the answer is already obvious, if the client wants validation rather than honest assessment, if the timeline doesn’t allow real assessment, we’ll say so. The clients we keep are the ones who needed us to.

No PowerPoint-from-the-boardroom. We’re in the field with planners, on calls with engineers, and on the ground with crews. The best ideas usually come from the people doing the work.

Most organizations don’t need more frameworks. They need fewer, clearer, more usable ones. We’re biased toward removing complexity rather than adding to it.
